Drivers with 51 points still in possession of driving licences, research confirms

Scary statistics unearthed by IAM over state of drivers on Britain’s roads

In shocking news, the institute of Advanced Motorists (IAM) has found three drivers with more than 40 points on their driving licences are still allowed on the road, after submitting a Freedom of Information request to the DVLA.

The enquiry also found that 13 people in Britain currently have 28 or more points on their driving licence, the worst of those amassing a worrying 51 points.

In further research conducted, the IAM also established that the numbers of drivers with 12 or more points has shot up by 9 per cent in just seven months between March and October 2015 – from 6,884 to 7,517.

While the DVLA does not hold details as to whether all of those individuals were still in possession of a vehicle, it did state that individual courts have the powers to choose not to disqualify a driver.

In correspondence released by the IAM, the DVLA wrote: “In a small percentage of cases where the driver has accumulated 12 or more penalty points, the agency understands that a court can exercise its discretion and not disqualify the driver.

“In the majority of these cases, magistrates may have decided to allow drivers to retain their entitlement to drive where it is considered that disqualification would cause exceptional hardship,” it added.

The location of drivers with 28 points or more across Britain by postcode district is as follows:

Oxford – 51 points
Liverpool – 42 points
Basildon – 42 points
Wigan – 39 points
Burnley – 38 points
Northampton – 33 points
SW London – 33 points
Sheffield – 30 points
Southend-on-Sea – 30 points
Slough – 30 points
Cambridge – 30 points
Peterborough – 29 points
Stevenage – 28 points

Furthermore, the IAM took a look into the ‘top five’ districts listed above and made the following shocking discoveries:

– 51 points holder (Oxford): provisional licence holder, three speeding offences in 30mph zone, seven offences of not providing driver details. Not disqualified

– 42 points holder (Basildon): seven offences, all of which were for failing to report driver details. Previously held points for speeding including one at 109mph. Not disqualified from driving as magistrates accepted mitigating circumstances including ‘extreme hardship’ through loss of income. Not disqualified

– 42 points holder (Liverpool): currently seven counts on record, including two of speeding in 30mph areas and five of not reporting driver of vehicle. Not disqualified

– 39 points holder (Wigan): 13 counts of exceeding the speed limit for a goods vehicle. Not known if this driver has been disqualified

– 38 points holder (Burnley): 10 counts of speeding in 30mph areas. Not disqualified

Data from the DVLA shows that, of the 45 million driving licence holders in Britain, three million have points on their licence. Meanwhile, some 100,000 licence holders have been disqualified over the past four years for reaching 12 points and four per cent got all their points in one go.

The DVLA also says their evidence suggests 90 per cent of drivers not disqualified are due to ‘judicial discretion’.

Sarah Sillars, IAM chief executive officer, said: “The IAM has been highlighting this issue for several years now and we appreciate that the flow of information between the DVLA and the courts is slowly improving, which will allow the courts to make better decisions while armed with the full facts.

“However these improvements cannot come quickly enough to deliver a truly joined-up approach to the judicial process. Individual courts making decision on prosecutions can lead to inconsistency in how the law is applied which risks devaluing the simple ’12 points and you’re out’ road safety message. If the public sees that persistent offenders are getting away with it, they may believe that road traffic rules – which let not us not forget, are designed for their safety – are ineffective or unimportant.”

What do you think of these findings? Will you feel unsafer not he road knowing drivers similar to those mentioned above are still taking to our roads up and down the country?

Fire engulfs five caravans and damages more in afternoon blaze

An investigation has been launched following a fire at a caravan park in Warrington, near Salford.

Enquiries are ongoing to determine the cause of the fire at Hollybank Caravan Park after emergency services were called to attend to the blaze at approximately midday yesterday afternoon (Thursday).

Three fire engines from Warrington and one fire engine from Greater Manchester Fire and Rescue Service were called in to tackle the blaze, which saw five caravans engulfed in flames, with a further number suffering from heat damage.

Fire crews used four hose reel jets and four breathing apparatus to deal with the incident at the park located in the Hollins Green area of Warrington, however no life threatening injuries were reported.

Firefighters subsequently removed several cyclinders and used a thermal imaging camera to make sure they are safe.

Hollybank Caravan Park is one of the only touring caravan parks within the local Hollins Green area and features both hard standing and grass pitches.

Bailey Owners’ Caravan Club gets rebranded following motorhome success

by Joe Jeffrey

Bailey Owners’ Caravan Club renamed to Bailey Owners’ Club as Brits take to motorhoming in force

The Bailey Owners’ Caravan Club has rebranded itself as The Bailey Owners Club (BOC) following the company’s successful expansion into the motorhome market.

The reason behind the name-change centres around an increase in the number of motorhomes leaving Bailey’s production facility in Bristol, and the Club’s inclination to recognise the significant change in the direction of the business by ensuring it continues to appeal the owners of all kinds of Bailey leisure vehicles.

The Bailey Owners’ Club is a fully independent organisation which looks to help people get the best use from their Bailey caravan or motorhome. Run by a team of volunteers, and with support from Bailey of Bristol, it has been established for over 45 years and includes members from all over the globe, with a dedicated ‘Little Bees’ section for the younger members of the family.

The club offers low-cost weekend events and rallies throughout the UK, often at exclusive venues, and themed around fun or informative activities, plus longer holidays both home and abroad.

Other benefits include a unique opportunity to tour the Bailey factory to see where and how Bailey’s caravans and motorhomes are manufactured as well as meet the people who are responsible for making them. Members are also automatically signed up to receive exclusive offers including discounts from selected retailers and insurance companies.

To celebrate the name-change, the new BOC is launching a special competition open to anyone who owns a Bailey caravan or motorhome and visits its desk on the Bailey of Bristol stand (Hall 2) at the Caravan, Camping and Motorhome Show, Birmingham from 23 to 28 February 2016.

The first prize in the competition is seven nights at a choice of three or four-star Camp’Atlantique campsites in France for a car and caravan, or motorhome, and two adults on a full-service pitch with electric hook-up, plus a DFDS Seaways ferry crossing from Dover to Calais or Dunkirk.

The second prize is seven nights at the luxurious Lakeside Touring Park in Lincolnshire, part of the Don Amott Parks group, with a full range of facilities including a heated pool complex, bar, restaurant and cabaret room.

There are three third prizes of VIP tours of the Bailey production facility in Bristol for two people, including lunch with the directors.

Jeff Tallis, chairman of the Bailey Owners Club, said: “We are very proud of our 45 year heritage and during that period hopefully we’ve helped a great many people get the best out of their Bailey caravan. However we need to be forward-thinking and with the changes going on in Bristol we wanted to become a more inclusive organisation in order that we can broaden our appeal to as many Bailey caravan or motorhome as possible”.

Nick Howard, managing director of Bailey of Bristol commented: “Whoever you are and whatever your background you’ll be sure of a warm welcome from the Bailey Owners Club. They have always been a friendly and enthusiastic group of people who have a real passion for enjoyment of the great outdoors with their Bailey leisure vehicle.”

“We fully support their decision to re-brand themselves and are delighted that they have now become the official Owner’s Club for both Bailey caravans and Bailey motorhomes” he added.

Tony Swarbrick joints Elddis at exciting time of expansion

Elddis has announced the new appointment of Tony Swarbrick to The Explorer Group Limited, manufacturers of Elddis, Compass, Xplore and Buccaneer brands.

Swarbrick, who has taken on the role of account manager to the company’s fast-expanding retailer network, is already a well-known and respected figure in the caravan and motorhome industry and will bring with him a wealth of experience, following on from a nine-year career at Lunar Caravans as brand manager.

The new addition will work alongside Explorer group account managers Debbie Boyce and Karen Martin, led by national sales manager, Spencer Davies, as the company continues to grow and strengthen its position in the market.

Swarbrick joins The Explorer Group as it enters its fourth retail year of SoLiD Construction – the unique bonded construction which sets the company apart from its competitors and which has in no doubt enabled this year-on-year growth.

Of his new appointment, Swarbrick said: “Elddis is the talk of the caravan industry and SoLiD Construction sets the benchmark that no other Manufacturer has yet achieved.

“Coming from a UK caravan and motorhome manufacturer, I understand customer requirements and have seen the many benefits SoLiD Construction brings both retailers and customers. SoLiD Construction is by far one of the biggest game-changers our industry has seen.

“This year, too, sees some of the best product I’ve ever seen from The Explorer Group, which, now mid-season, is attested by the continued increase in customer demand!

“I’m delighted to now be part of the company’s growth and plans for future development and I can’t wait to get started!”

IAM provides top tips for travelling in the rain

by Joe Jeffrey

Check out these top tips for driving in the rain

It goes without saying that, with the northern-most parts of the UK flooded, rainy season is upon us. Add a steady increase in new drivers year-on-year to the adverse weather some parts of the country are experiencing at present and it could make for rather treacherous road conditions – even if we do think we’re the best thing behind the wheel since Sterling Moss. Factor in towing a caravan, or sitting behind the wheel of a massive motorhome, and heavy rain could present itself as a slight problem.

Now, director of the UK’s largest independent road safety charity, the Institute of Advanced Motorists (IAM), Mark Lewis, has issued some invaluable advice to how drivers can best prepare for driving in heavy rain.

The advice offered is as follows:

– Before setting off, check for any weather alerts, traffic updates or planned road closures that may affect your journey. Only travel in extreme adverse weather conditions if it is really necessary.

– Check the lights and windscreen wiper blades are clean and working properly. Also check the tyre pressure and tread depth to ensure the best possible grip on wet surfaces.

– Plan your route in advance and try to avoid any roads that are prone to flooding, even if it extends your journey.

– Heavy rain often leads to damaged road surfaces and puddles can hide deep potholes – look for clues such as loose chunks of tarmac.

– In heavy rain, don’t forget to switch on your dipped headlights so other motorists can see you easily. Reduce your speed when travelling in the rain to decrease your stopping distance. This will also help you pass through large puddles and potholes smoothly, without spraying other road users or risking aquaplaning.

– Torrential rain may interfere with the electrics of a vehicle causing a breakdown. Prepare for the worst by keeping your mobile phone charged and with the number of your breakdown service provider already saved on it. While you wait for help keep your bonnet closed as soaking the engine will only make it worse.

Do you feel confident driving in the rain? Also, do you have any additional advice you might be able to offer our readers? Let us know in the comments.

Motoring organisation brands current driving test ‘crude and outdated’

by Joe Jeffrey

Overhaul needed for UK driving test according to GEM Motoring Assist

Road Safety organisation GEM Motoring Assist is calling on the government to introduce compulsory eyesight testing for all drivers at regular intervals after branding the current driving test “crude and outdated.”

According to GEM, a detailed test of a driver’s visual acuity and field of view should be required every ten years.

GEM chief executive David Williams MBE said: “We are worried that a large number of drivers have not had their eyes tested for many years – and some have never had a test.

“Many of us assume our vision is fine and does not require a check-up; however we have no way of knowing this for sure. That’s why it’s so important for road safety that the Government take steps to ensure regular, compulsory testing for all drivers.

“We believe it is unacceptable to operate a system where a driver can read a number plate aged 17 and carry on driving for 50 years or more without any eyesight check whatsoever.

“Along with many road safety organisations, we believe everyone should undergo a compulsory, professional eyesight test when applying for a provisional licence, with a further test every 10 years after that.

The current ‘number plate’ eyesight test was introduced to the driving test in 1937 and has only been amended in minor ways over the years to reflect changing number plate sizes. It is the only eyesight test drivers are required to undertake until they reach the age of 70.

According to a spokesperson for GEM, the test is crude and outdated, as it only measures visual acuity – that’s sharpness – to you and us. It could also quite easily examine a driver’s field of view, as is done in many US states, to check whether motorists can see and react to what’s happening around them.

David Williams continued: “The time has come to accept that the current driver eyesight test simply isn’t fit for purpose. What’s more, it is certainly no longer acceptable for drivers to self-certify.

“As more and more people are staying behind the wheel into their eighties and beyond, the need for mandatory eyesight testing has never been more pressing.”

What do you think? Are your eyes still up to the job of navigating the roads when you get behind the wheel?

North-east caravan park destroyed as Storm Frank continues to bring misery

by Joe Jeffrey

30ft waves predicted as the effects of Storm Frank continue

The effects of Storm Frank continue to cause devastation to those in the North-east for the new year, including one caravan park which has been encroached in an unprecedented amount of floodwater.

Picturesque Ballater Caravan Park, in Aberdeenshire, Scotland, has continued to suffer following on from last week’s flooding, with a deluge of caravan and holiday home wreckage being swept away to nearby towns.

Meanwhile, residents are continuing to scramble to salvage what is left of their possessions, whilst preparing for more flood misery, after forecasters have warned the adverse weather is expected to continue into the day with coastal regions expected to be battered by 30ft offshore waves.

One local resident, Gordon Croll, told local Aberdeen publication, The Press and Journal, how, upon helping his son move, he “lost everything” when flood water swept into his home, close to Ballater Caravan Park, which was littered with the wreckage of holiday homes.

He said: “It was 5ft up the walls inside so they lost everything, they’re staying with my mother so they’re homeless really.
“It’s quite worrying when you see everyone putting up the sandbags, it gives you an uneasy feeling because with the rain that’s forecast, the river’s going to rise again – we’re just trying to get anything that’s still salvageable, because it might not be next time.”

Phone lines are currently down across the region, and BT and the British Red Cross have been drafted in to provide a temporary phone service for residents in both villages.

The Scottish Environment Protection Agency has 27 flood warnings in place across the country, and four flood alerts, including one for Aberdeenshire and Aberdeen City.

Our thoughts are with those affected by the floods at this time.

Salop Leisure announces exciting expansion plans for 2016

by Joe Jeffrey

Salop Leisure to expand business operations and create more jobs for the new year

The chairman of award-winning Shrewsbury-based caravan dealership Salop Leisure, has announced plans to expand for 2016, which will feature investment in new developments and job creation to mark the business’s 50th anniversary.

Following on from the best trading year for a decade, Tony Bywater has expressed optimism for what the new year has in store for both Salop Leisure, saying: “We have a number of projects in the pipeline that will hopefully come to fruition during 2016, including the opening of the brand new Castle View Holiday Home Park in Harlech, which has involved investment of £2.5 million.”

That’s not all though, and Bywater has also hinted at a multi-million pound investment which will see the creation of new jobs, to celebrate the milestone of the company’s 50th year in business.

Bywater went on to say that it was too early to divulge details of the new developments, but an announcement would be made soon.

Reflecting on another successful year for Salop Leisure, went on to highlight further expansion of Salop Leisure’s busy workshops to include two new service bays to cope with demand.

He continued: “2015 has been the most successful year of the last decade, as sales of touring caravans, motorhomes and caravan holiday homes have been exceptional, which is quite amazing considering the poor summer that we experienced.”

“Although the weather does influence holidays,” Bywater went on, “People are now using caravans much more as they are designed to cope with all sorts of weather conditions and they give many families the opportunity to take a break whenever they wish.

“The return of consumer confidence and lower price of fuel, which reduced travelling costs, definitely played a big part in the success of the business during 2015.”

Bywater, who also celebrates 50 years in the caravan business for 2016, also predicted that 2016 will be another busy year for the caravan industry as the threat of terrorism in different parts of the world persuades people to take their holidays closer to home.

“I think touring caravans, motorhomes, static caravan holiday homes and camping are going to be even more popular next year because they provide people with good, value for money holidays and the freedom to spend time with their family in relaxing locations,” he said.

Congratulations to Salop Leisure – we for one can’t wait to see what’s in store for 2016.
